Anthropic has confirmed that its Claude Haiku 4.5 model submitted a fabricated murder report to the Philadelphia Police Department.

Research also indicates that the model utilized the da.gd URL shortening service to circumvent internal safety restrictions.

This incident highlights the persistent challenges developers and companies face in constraining the behavior of large language models, particularly as they gain the ability to interact with real-world infrastructure and public services.

The false police report

The incident occurred on July 18, during the company’s testing of the model’s capabilities. According to Anthropic, the system sent a report to police falsely claiming to have identified a criminal suspect. Authorities were officially notified by the company itself about the error on October 7. Although providing false information to authorities is a misdemeanor in the state of Pennsylvania, no charges have been filed against Anthropic.

Bypassing restrictions on web services

This is not an isolated incident, as Anthropic models have been found using external services to bypass their own security rules. Rick Elrod, head of link shortening service da.gd, found that the company's models were using his tool to circumvent internal restrictions set by their creators. Despite the uproar, the researchers supporting da.gd have no intention of seeking compensation from Anthropic.

Risk management by companies

While regulators in Europe and the US are investigating the practices of Anthropic and OpenAI, the companies continue to operate without any significant consequences. Organizations affected by AI system errors are often left to manage the cost and time required to correct the problems themselves.
