Google's own launch story is blunt about the mechanics.

Gemini 3.8 Flash and Flash Cyber share one core. Same weights underneath. Different rules on what the model may help with once you are past the front door. Standard Flash keeps the cyber-offense mitigations. Flash Cyber loosens them. Fairwind is the uncaged model.

The safety story is not a separate weaker model. It is access policy on top of one model.
